1. Introduction to the competition
"Ship and Ocean Data Intelligent Application Innovation Competition" aims to unite enterprises, developers and partners to jointly build a platform for technical exchange, talent training, industrial integration, and co-creation of opportunities to promote modern information technology and a new generation of artificial intelligence technology and shipbuilding. Technology cross-border integration, accelerate the engineering application of ship intelligence technology, improve ship safety, economy, environmental protection and efficiency, establish the benchmarking position of Taihu Laboratory and Huawei in the field of marine data intelligent application, guide emerging industries and high-quality The project landed in Wuxi to help the further integrated development of production, talent and city.

4. The title of the competition
This application innovation competition will focus on the intelligent application of marine data and carry out full-scene innovation. It will be carried out in the form of "online + offline, promoting learning through competition, and combining production and education", focusing on two competition topics:
Question 1: "Recognition of Typical Surface/Underwater Targets"
Challenge 2: "Unstructured Data Compression and Processing"

Question 1
Facing the needs of intelligent water transportation, marine environment detection, underwater detection and other scenarios, it is urgent to improve the detection and recognition capabilities of typical targets such as ships, fishing nets, buoys, floating objects, reefs, aquatic creatures, etc. on the surface/underwater. Targets based on deep learning The detection algorithm can support intelligent ships such as surface unmanned boats to detect and identify various targets in complex surface environments such as rivers, lakes and seas, and improve their autonomous navigation capabilities such as path planning and obstacle avoidance; it can also support underwater submersibles. The autonomous identification and grasping of lower targets will accelerate the autonomous operation and application of underwater equipment such as underwater submersibles.
The preliminary round mainly detects 10 types of conventional targets such as surface ships, buoys, and rails. The data set in the preliminary round is real water surface images. The contestants submit target detection codes on the HUAWEI CLOUD algorithm platform, and the system automatically judges points. 30 teams are selected in the preliminary round. entering the finals;
The final data set is the real video shot on the water surface of the unmanned boat. The contestants establish an algorithm model for the target detection task of the video frame, the system automatically judges the points, and 10 teams are selected online to enter the offline defense.
Question 2
A large amount of data is generated in the process of ship performance test, calculation and offshore measurement, and more than 80% of the data are unstructured data. These data are difficult to obtain, carry a high amount of information, and usually need to be stored for a long time. With the rapid development of sensor technology, the total amount of this precious data generated has also doubled year by year, which has led to rising storage costs. On the premise of not losing the information carried by the data, lossless compression is an effective method to reduce data redundancy and storage space, and the compressed data is also more convenient for transmission and storage. The effect of the compression algorithm is usually directly related to the compressed data. How to design an efficient data compression algorithm based on the data is an urgent problem to be solved.
The preliminary competition is based on the measured sensor data and experimental sensor data. Participants design a special compression algorithm according to the data characteristics. Under the condition that the reduction throughput reaches 1MB/s and the reconstruction throughput reaches 1MB/s, the compression rate of the algorithm is used as an indicator. For evaluation, contestants submit codes on the HUAWEI CLOUD algorithm platform, and 30 teams are selected to enter the finals in the preliminary round;
The final data set is four-dimensional matrix data. Participants design a special compression algorithm according to the data characteristics. Under the condition that the reduction throughput reaches 20MB/s and the reconstruction throughput reaches 20MB/s, the weighted values of algorithm compression, reconstruction time and file size are used. As an indicator, contestants submit codes on the HUAWEI CLOUD algorithm platform, evaluate the algorithm, and select 10 teams online to enter the offline defense.

5. Condition
1. Participants
The competition is open to the whole society. Individuals, teams, enterprises, colleges and universities, scientific research units, etc. can form teams to register for the competition.
2. Instructions for participation
Participating individuals, enterprises and teams should promise not to falsely report projects, fictitious facts, infringement of intellectual property rights and other dishonest behaviors and sign a letter of commitment. Once found to be dishonest or dishonest behavior in violation of the above commitments, regardless of the stage of the competition or after the competition, the enterprise or team voluntarily undertakes to disqualify the competition, revoke the awards and the support of the relevant technology talent plan, record it in the credit file and other relevant laws responsibility, etc.

6. Schedule
01. Online registration and submission of preliminary works
From now until May 31st, the competition registration period will be held. Teams and individuals who meet the conditions for self-assessment will voluntarily log in to http://sodjiac.idbys.com/home/index to register for the competition. Register to participate in the online preliminary competition. The deadline for submission of preliminary competition works is June 30.
02. Preliminary review (online)
From July 1st to July 15th, 2022 is the preliminary evaluation stage. The online method will be adopted. According to the scoring rules of the competition direction, 30 groups of teams will be selected for each competition direction to advance to the finals.
03. Finals (online)
July 16 to September 16, 2022 is the online final stage.
According to the final questions and scoring rules, 10 groups of teams will be selected in each direction to advance to the offline final roadshow.
On September 16, 2022, the roadshow list and event agenda for the finalists will be announced.
04. Final roadshow and awards
At the end of September 2022, according to the finalists' on-site roadshow defenses, the expert group will select the final list of winners, and the award ceremony and the actual roadshow of the winners will be held.
05. Academic Forum on Intelligent Application of Marine Data
At the end of September 2022, industry leaders will be invited to give face-to-face lectures and conduct academic exchanges with contestants.

7. Award setting and support policy
(1) Award setting
Each topic direction has its own
1 first prize, with a bonus of 300,000 yuan;
2 second prizes, with a bonus of 200,000 yuan;
Three third prizes will be awarded with a bonus of 100,000 yuan.
(2) Supporting policies
1. Those who meet the relevant conditions of Taihu Laboratory:
According to the National Natural Science Foundation of China's major project project standards, Taihu Laboratory will provide no less than 1 million yuan of scientific research project support for the winning teams in the direction of the competition.
2. Those who meet the basic application requirements of the "Taihu Talent Program":
The award-winning projects in each group will be directly included in the 2023 annual support, with 1 million to 10 million yuan of financial support respectively.
(1) If the winning team meets the relevant conditions, the city (county) district will give the project a start-up capital of not less than 500,000 yuan in accordance with the talent policy.
(2) The winning teams will be given priority to enjoy the policy support of "Xike Loan" and "Talent Loan", with a maximum credit line of 10 million yuan and an optimal interest rate.
(3) The winning teams, if they meet the relevant conditions, will be directly included in the "Light of Taihu Lake" scientific and technological research project of the Wuxi Science and Technology Innovation and Entrepreneurship Fund, and will be given financial support of up to 500,000 yuan.
(4) The core team members enjoy corresponding work and life service guarantees according to the classification of talents.
(5) For projects with settlement needs, the corresponding cities (counties) and districts will be screened and coordinated according to the project characteristics and industry categories, and preferential policies and supporting support will be given for settlement; for high-quality projects after the landing, when applying for the "Taihu Talent Plan" Give priority support.
