The meeting was held in two phases. The first stage is the establishment of the first council of the Taihu Laboratory of Deep Sea Technology and the signing ceremony of the landing agreement. At the meeting, the Wuxi Municipal Government and China State Shipbuilding Corporation signed the "Implementation Agreement on Jointly Building the Taihu Lake Laboratory of Deep Sea Technology Science", which is another close and in-depth institute cooperation between Wuxi and China Shipbuilding Science Research Center since the "one institute, one policy" cooperation. cooperation; Deep-sea Technological Science Taihu Laboratory signed a strategic cooperation agreement with Shanghai Jiaotong University, Tianjin University, Southeast University, Northwestern Polytechnical University, and Harbin Engineering University to build a “friend circle” for Taihu Laboratory. The second stage is the 1st meeting of the 1st Council of the Taihu Laboratory of Deep Sea Technology Science, chaired by Du Gang, Deputy General Manager of China Shipbuilding Corporation. The meeting reviewed and approved the "Taihu Laboratory Council Rules of Procedure (Interim)", "Taihu Laboratory Charter (Draft)", "Taihu Laboratory 2021 Financial Budget Report", "Taihu Laboratory Compensation System Development Principle Consideration" and other documents , reviewed the list of laboratory directors, deputy directors and members of the academic committee, and issued letters of appointment for the laboratory directors and deputy directors at the meeting. The participants listened to the report on the laboratory construction and the 2021 work plan.
 

 
Academician Wu Yousheng, director of the laboratory, made a statement. Academician Wu pointed out that China Ship Science Research Center, the main unit of Taihu Laboratory, has a complete system of cave-pond-lake-sea test facilities, undertakes major research and development tasks of national marine equipment, and lays a solid foundation for Taihu Laboratory to become a national strategic scientific and technological force. Taihu Laboratory will focus on the field of deep-sea basic common technology based on mechanics, the deep-sea carrier technology led by green and intelligence, the high-power and long-cycle "deep-sea operation technology" that combines manned and unmanned, and the deep-sea interconnected equipment clusters. Carry out basic research and applied technology research in the field of information technology and deep-sea test bases where key devices are autonomous and controllable, promote engineering applications, and help foster the development of emerging marine industries. Academician Wu said that the laboratory will strengthen basic research, devote itself to original innovation, focus on frontier exploration, practice the manned deep diving spirit of "rigorous truth-seeking, unity and cooperation, hard work and dedication, and bravely climb the peak", and strive to create "self-controllable, scientific Cross, open and share" National Laboratory of Deep Sea Technology and Science, to accelerate the construction of a marine power, and to make new and greater contributions to the understanding, protection and development of the ocean for human beings!
 

 
Deputy General Manager Du Gang said that the construction of the national laboratory is an important strategic deployment made by the CPC Central Committee since the 19th National Congress of the Communist Party of China for international scientific and technological competition and major national strategic needs. The Taihu Laboratory of Deep Sea Technology Science closely follows the major strategic needs of scientific research, resource development, and military security in the deep sea field. It has obvious advantages, and has the confidence, ability and confidence to build a breakthrough, leading and platform-type national-level major scientific and technological innovation platform. China State Shipbuilding Corporation will work closely with the Jiangsu Provincial Government to give full play to its four effects of "industry leadership, talent highland, technology radiation and international influence" in the field of deep-sea technology and science, and vigorously promote the establishment of national laboratories.
 

 
Hu Guangjie pointed out in his speech that at the beginning of the establishment of Taihu Laboratory, the goal was to cultivate and create a national laboratory, and this positioning goal should be unwavering and unrelenting. In the next step, the laboratory and the co-construction parties should effectively improve their political positions, closely follow the construction goals, strengthen collaboration and linkage, strive to achieve breakthroughs in various work, and build a national laboratory as soon as possible. First, we must focus on strengthening overall planning and coordination, forming stronger explosive power in key areas and advantageous links, and demonstrating the confidence and strength of the national reserve team. Second, we must focus on strengthening scientific research, actively undertake major national scientific and technological tasks, focus on solving "stuck neck" technical problems, form a batch of original major scientific and technological achievements, and continuously improve the scientific and technological innovation ability and influence of Taihu Laboratory. Third, we must focus on strengthening service guarantees. Local governments must effectively integrate innovation resources in the region, and provide comprehensive services and guarantees in terms of talent introduction, financial support, and element support. Report docking, give more guidance and support in strategic layout, research direction, key projects, etc.; hope that China Shipbuilding Corporation will make full use of national policies and group resources, and actively appeal for the national laboratory through high-level channels, in the project construction , capital arrangements, and talent policies to strengthen coordination with provinces and cities.
 

 
The Taihu Lake Laboratory of Deep Sea Technology Science was jointly built by Jiangsu Province, Wuxi City and China State Shipbuilding Corporation, and was inaugurated on December 30 last year. Focusing on the strategy of building a powerful marine country, Taihu Laboratory aims at the six development directions of "deep sea, polar regions, green, intelligent, autonomous, and controllable", and conducts 4 researches including deep sea common foundation, deep sea carrying technology, deep sea information technology, and deep sea operation and support. The major scientific and technological tasks in the direction of the research, relying on the planning and implementation of major scientific projects such as deep sea and polar regions, gathering and integrating major basic test facilities and high-quality scientific research resources inside and outside the group, integrating multi-disciplinary research and development systems, and building a key core technology integration innovation system, aiming to create A national laboratory with world-class scientific and technological innovation teams and scientific research facilities.
Since its inauguration, Taihu Laboratory has continued to advance its construction progress. In the Postdoctoral Innovation and Entrepreneurship Competition, it has released a list of "Revelation Leaders" projects, and invited postdoctoral fellows and their teams across the country to unveil the list. A number of shipbuilding industry CAE software such as "software" have been successfully released, which has comprehensively improved the basic performance numerical prediction capabilities of marine equipment; significant results have been achieved in the deep-sea mining major special projects, the development and test verification of multi-type operation systems have been completed, and my country's independent intellectual property rights and international advanced levels have been completely built. The deep-sea polymetallic sulfide mining technology system; the pedigree development of manned equipment has been continuously improved, and the "Striver" full-sea deep-sea manned submersible has completed the first routine scientific research application, making new contributions to my country's deep-sea scientific research.
In the next step, Taihu Laboratory will adopt the "core + base + network" approach, with Wuxi headquarters as the core, integrating the "Dong-Pool-Lake-Sea" experimental research system and the National Supercomputing Wuxi Center to form a "one body with two wings" across the country , the overall layout of "two lakes and three seas"; the establishment of an operation management system of "manager management" + "main construction" + "main battle" and a scientific research model with project tasks "unveiled and in command" and led by scientists, has become the national deep-sea technology and science field and The Taihu Bay Science and Technology Innovation Belt is the source of major scientific research achievements of original innovation and independent intellectual property rights, forming a national strategic scientific research force leading the development of scientific and technological innovation.
